Independently certified and accredited

Who’s responsible: the agent, the RMC or the freeholder?

Managing agent: normally arranges the examinations, and shares the duty as far as it controls the lift day to day

Lift maintenance contractor: keeps the lift running, but shouldn’t be the one examining it
Which one are you?
How often do lifts in a block of flats need examining?
Passenger lift: at least every 6 months. It carries people (LOLER Regulation 9(3)(a)(i)).
Platform or through-floor lift in the common parts: at least every 6 months. It carries people.
Stairlift on a communal staircase: at least every 6 months. It carries people.
Goods or service lift nobody rides in: at least every 12 months (Regulation 9(3)(a)(ii)).
Firefighting or evacuation lift (buildings 18m+ or 7+ storeys): at least every 6 months, plus monthly checks by the responsible person under the Fire Safety (England) Regulations 2022.
A competent person can set different intervals in a written examination scheme (Regulation 9(3)(a)(iii)). Without one, these are the maximum gaps.
Does LOLER apply to a block of flats?
In practice, yes. LOLER covers lifts used by people at work, and cleaners, concierge staff, managing agents and contractors use block lifts as part of their jobs.
Where a lift genuinely isn’t used by anyone at work, HSE says the building operator still has duties under Section 3 of the Health and Safety at Work Act, and that a regime similar to LOLER “may be entirely ‘reasonably practicable’”.
That’s why 6-monthly examination is treated as the standard for residential lifts.

LOLER thorough examination
The legal check that your lift is safe to keep using. It’s needed at least every 6 months for passenger lifts, whoever carries it out.

Lift maintenance
Servicing that keeps the lift running, done by your lift contractor. It doesn’t replace the examination, and the contractor shouldn’t be the one examining their own work.

“Insurance inspection”
An inspection carried out by the insurer’s engineer surveyor to protect your financial interests by ensuring your coverage remains valid.
Why managing agents choose an independent examiner
-
It doesn’t change when your insurer does. Insurer inspections are tied to the policy. Switch insurer and you switch examiner, schedule and report format. With PULO, the same engineer keeps examining your lifts whoever insures the building.
-
One schedule across your whole portfolio. Blocks insured with different insurers mean different inspection bodies, booking systems and reports. With one examiner, every block’s lifts are on one schedule, in one report format.
-
A price you can show leaseholders. A fixed price per lift, as its own line in the service charge budget, instead of a cost inside a premium.
-
You speak to the engineer. Questions about a report go straight to Ryan, the engineer surveyor who examined the lift.
Is your inspection bundled with an engineering policy?
Check your renewal date. Send us your last examination reports before renewal, and we’ll quote a fixed price so you can compare like for like.

Lift inspections for managing agents and residential blocks
Passenger lifts in blocks of flats need a LOLER thorough examination at least every 6 months, carried out by a competent person who is independent of your lift maintenance contractor. PULO Compliance examines lifts in residential blocks for managing agents, RMC and RTM directors and freeholders across Nottingham, the Midlands and the UK.

How it works
-
Send us your list: Building addresses, the number and type of lifts, and your last reports if you have them.
-
We'll give you a fixed quote for everything.
-
We book it in: We agree a date with you and give you a notice to put up for residents.
-
We examine each lift. Where a block has two lifts, we examine one at a time so residents always have one available.
-
You get the report immediately. It says whether the lift is safe to use, lists any defects (with photographs documenting all) with a date to fix each, and gives the next due date.
-
We come back to you before the next examination falls due, to book it in.

If We Find a Defect
-
Danger now: we tell you on the spot, and the lift stays out of use until it’s fixed (LOLER Regulation 10)
-
Serious risk of injury: the law requires us to send a copy of the report to the enforcing authority too
-
Everything else: listed as a dated action for your lift contractor, so you know what’s urgent and what can wait
Keep residents onside
Lift downtime is one of the quickest ways to fill a block manager’s inbox. Copy this notice, fill in the gaps and put it up a few days before:
Lift safety examination: [day and date]
An independent engineer will carry out the lift’s legally required safety examination between [time] and [time]. The lift will be out of service for short periods while this happens.
If you need help getting in or out of the building that day, please contact [managing agent] on [phone number] in advance.
Thank you for your patience.
