LOLER and PUWER inspections in loughborough
PULO Compliance carries out independent LOLER thorough examinations and PUWER inspections for businesses, landlords and managing agents in Loughborough and the wider Charnwood area. Lifting equipment that lifts people needs a LOLER thorough examination every 6 months.
Most other lifting equipment needs one every 12 months, unless it is examined under a written scheme (LOLER Regulation 9(3)). PUWER Regulation 6 requires inspection of work equipment where its safety depends on installation or where it can deteriorate, and the results must be recorded.
Ryan Leavesley MSOE MBES leads every examination. You get a clear written report and a fixed quote once the work is scoped.
Who enforces in loughborough?
Charnwood Borough Council generally enforces health and safety in retail premises, retail and wholesale warehouses, offices, catering, hotels and residential care homes, and leisure and consumer services.
The HSE covers factories, building sites, farms, quarries, railways, hospitals, schools and colleges. The main activity at the premises decides which one applies.

Why Loughborough is different
Loughborough mixes universities and science parks with industrial estates and warehousing, and that affects what gets examined.
A university and science park town
Loughborough University’s Science and Enterprise Park, west of the main campus, hosts dozens of organisations, from start-ups to research and development arms of larger companies. Campus buildings, technology centres and lab-style premises often have passenger lifts, goods lifts and specialist handling equipment.
Industrial estates and warehousing
The council’s own 2025/26 health and safety plan treats industrial estates and warehouses as a focus area, and Charnwood regulates about 2,600 workplaces. Forklifts, pallet stackers, dock levellers and tail lifts are the everyday equipment here.
Lifting equipment is on the council’s radar
Charnwood Borough Council’s plan commits to investigating reports of defective lifting equipment within 24 hours. It recorded 17 lifting equipment defect reports in 2025/26, up from 5 the year before. A thorough examination is the way to catch defects before anyone reports them.
Retail, leisure and hospitality
The town centre and surrounding area have a steady mix of shops, hotels, care homes and leisure venues, all of which tend to have passenger lifts or platform lifts.
