
LOLER and PUWER inspections in lincoln

Who enforces in lincoln?
Enforcement depends on the main activity at the premises. According to City of Lincoln Council, the council enforces in retail, retail and wholesale warehouses, offices, catering, hotels and residential care homes, and leisure and consumer services. The HSE covers factories, building sites, farms, fairgrounds, quarries, railways, hospitals, schools and colleges.
For you, the practical point is that your duties under LOLER and PUWER are the same either way. Who inspects you doesn’t change what the law asks you to do.

Science and technology sites
The Lincoln Science and Innovation Park on Ruston Way (LN6) brings together the Think Tank innovation centre, the University of Lincoln’s Joseph Banks Laboratories and the Boole Technology Centre. Sites like these typically have passenger lifts, goods lifts and laboratory or workshop equipment that all need their own examination cycle.
Heavy engineering
Siemens has long run gas turbine service and overhaul work at its Teal Park site on the edge of the city. Engineering sites of that kind rely on overhead cranes, hoists and lifting accessories, which sit on the 12-month cycle, or the 6-month cycle where they lift people.
Historic buildings
Many older buildings in the city centre and uphill area have had lifts and platform lifts fitted after the fact. Retrofitted lifts are still lifting equipment, and they still need a thorough examination.
Food and agricultural supply chains
Lincolnshire’s food and farming economy means forklifts, loading bay equipment and tail lifts are common on industrial estates around the city.
